Is it necessary for the new car owner to get the insurance done before registration(for 2nd hand car)?
OR the valid old insurance of the car which is done by the old owner & not yet transferred to new owner would be sufficient?

Before transfering the registration of the car in your name you have to transfer insurance in your name.
