I am working with one company in senior position for a last four months without resident permit and without salary under penalty period. Medical & finger print over 3 months back. Now I got another good offer in qatar it self.

Anybody could advice, can I join with new employer without NOC?. Please advice

I think you can because you do not yet have any sponsor recorded on the system. If you want, PM me and I will put you in touch with my immigration guys. They will know the exact answer.
