What are the action that can be taken against an apartment management company?

I'm living in an apartment managing by a Private company. * They are not allow use to use garbage chute. We have to either take garbage and put in to a garbage trolley in main road or pay QR 50 per month to security man.
* Width of entrance to basement car park is very narrow and difficult to get a vehicle in to basement other than small car.

What is the authority that have power to investigate such complain and where is it?
