Is it good to buy the Exisiting WLL company

We like to start a new Trading contracting copany here in , Doha, Qatar and the expense will come almost QAR20000 for company setup and muncipal approval.

Apart this, rented office space in a commercial approval building minimum rent will be 6k to above.

Without muncipal approval, visa never get it.

This case one of my friend offer me exisiting license for sale, and he asking 25k QAR, and municpal approval valid until 2013.

No laibilities any dues. More than 28 visa aprooved, but not use any.
Tax card not aplied., he said may be there is fine an amount of QAR5k.

Please advice is it worth or better to start new
