Changing jobs without NoC from Employer

I have recieved an offer from another employer. My existing employer is not willing to provide me with a NOC. i am working for over 2 years in this company. However, I was informed that i can exit the country, cancel my exisiting visa and come back next day on a new visa. I would appreciate if someone would confirm if this is true. Thx.

Yes..... But only your company can cancel the existing visa, not you.

Yes, you can cancel the current visa and come on new visa.
