How to buy iphone in USA

I have a friend in USA. And i have seen in internet that unlocked iphones 5 16 gb are available there in US for 649$. But my friend checked in AT&T showroom in US and they said it costs 699$ +7% Tax,but its locked.
Anyone have any idea about this??

Your friend can also try most independent cell phone dealers, they really know where to get the unlocked iPhones (usually from a distribution network that you may not have access to).

If your friend leaves in Houston, a lot of the major distributors that are open to the public are on Harwin Road.

but the problem that they can't ship them to Qatar

For that i used another company to ship my items to qatar
