I already had a very bad experience with these BROKERS, COMMISSION AGENTS, LEGAL SERVICE, COMPANY FORMATION. These agents vanish like ghost once they receive cash. i lost about 87000 qr

The entire security system for the villa (fire extinguishers, smoke detectors, fire alarm, CCTV, other, anti-slip tape, ramp for disabled people...) is a key requirement of civil defense, especially after the Villagio fire incident, without it, you will never get the license and the whole system will cost you around QR.200,000)

The trickiest part in opening a kindergarten/nursery is the authorities' approval/licensing part. Other than that, if you have a sufficient starting capital for the project and can secure the 51% investment of a Qatari partner, it shouldn't be hard as everyone else is doing it.
In term of licenses, you will need quite a bunch of them:
-commercial license
-advertising license
-civil defense license
-supreme education council license
-work licenses (...)
I have personally worked in a kindergarten for a while and in terms of cost, I can give you a rough idea of what you should prepare for:
-a suitable villa that matches the municipality/civil defense specifications for a nursery. (QR.15,000 to QR.50,000/month depending on size, location...)
It's better to talk to the Supreme Education Council (SEC). They will be able to tell you exactly what is required to open a kindergarten. They have to approve it, too. And then you should talk to the municipality because they are in charge of the building you're going to use. Finally you could talk to prospective parents to know what they would want in a kindergarten. And finally, you could do an extensive research on the Internet to find out how a business plan should look like.

The owner won't tell so deep details that's the problem and getting job n all it will take lot time :(
The best way is to visit a kindergarten and talk to the owner. Alternatively, get a job in a Kindergarten for two months and find out from the inside.
