Un-licensed nurseries are again mushrooming the country. Most of such are being opened in the residential areas, and with untrained and unlicensed people operating them there is a need to collect data thereon and guide them to operate under the rules.
Slightly different perspective on this. What if you arrive, have a young family and cannot get your child into school (RP issues etc). But are keen for the child to have some social interaction with other kids.
Some families have no alternative but to use an unlicensed nursery. The one our friends use the mother isn't allowed to leave the child she goes to another room in the house, so this is slightly different I admit.
Don't always think people are just abandoning their kids. As with the people we know they are just keen their daughter doesn't become a social hermit and cannot interact if / when their family RP comes through and she can go to a proper pre - school

It is a demand and supply situation. Whenever there is a tremendous demand for something in the market, it gives way for such things to develop.
It's our children ............. not the nursery owners ............ we produced these kids & they just care for us ........
