about my contract

Greeting everyone, I need your opinions regarding my annual leave/vacation. I was hired last January 17, 2008 by company sponsorship. In my contract, it was only written that I am entitled for annual leave and with regards to Labour Law of State of Qatar. But our office is telling me that the contract we signed before was just for formality and i could only avail my vacation after one year more. In the contract I signed, there is nothing stated about 2 years that i am entitled for vacation, it is normal annual leave not less than one month with full pay.

Is this right that the contract I signed before is for formality? And if I will take my vacation, I will personally pay for the ticket? And my contract says annually, why do they insist that it must be two years? I only realize this matter when I apply for my vacation month ago.... please help.
