Accident repair court approval

Please help me by giving some advice friends!! I have an accident 2 days before with my 2005 model vehicle. since my total cost of repair is more than 10,000 QR ,Insurance officer told me that I have to go to court for getting approval for repair. My friend told me that I had to go to traffic department and get some type of paper and then later to court. Can any one tell me how to finish this procedure? Where is this court? How many days it will taken by the court to finish this procedure? Can anyone help me please?
