I have already answered your question. I forgot that you will take medical exam also...it will be around 4 to 5k. More or less, you will spend at least 10k pesos. OEC will be provided by POEA once your documents are processed by the recruitment agency at the POEA.

Kabayan, your question is not that clear. Do you mean "How much is processing fee to be incurred if you will be processed in POEA?" If your employer in Qatar will provide you an employment visa, you need to be processed at the POEA and a recruitment agency is required. The processing fee will be around 3500 to 5000 pesos which includes the OWWA/ Philhealth/ PDOS/ OEC. Since your employer will provide you the working visa & ticket, I guess, they will also pay for you the processing fee to the recruitment agency. This will be a long procedure and your employer will provide some documents to the recruitment agency that is required by POEA. If your employer hasn't processed your working visa yet, I suggest you to request them for a business visa and not for an employment visa in able for you to skip POEA processing and it will be easy for you to come to Qatar.

With regards to the NOC, you really need it if the cancellation of your previous employment visa is less than 2 years. As BunQL said, your employer can't apply for another employment visa for you if you dont have NOC.
