Building parking isuues

Is there place we can complain about the drivers using the parking around the building which should be for tenants?

If it's covered and dedicated parking for the building tenants with clearly marked signs and numbers, you can be unhappy about it and you can call the police and they'll ticket the driver; but be prepared to go to the police station if the other driver wants to make a fight of it. The thing is, if it's just open on street parking outside and around the boundary wall/perimeter of the building, then it's open to anyone; first come first serve. I know it's annoying but that's how it is. I agree that neighbours should be considerate and not park like that; I too hate when people park right in front of my gate but since that space is outside the boundary wall of my house, technically it's the street and I can't really complain. I might be able to say that it's the entrance to my house but if there was no gate, then I'd have no way of getting the police to agree. I agree that people should be good neighbours to each other but I'd say the law has nothing to help you here. I've had many arguments with rude people and have now decided to pay for it myself and get my gate and the spot in front of it chained and blocked off with clear no parking signs.
