Can my brother on tourist visa bring my daughter having family visa

Hi All,

My daughter will be visiting Qatar with my brother. I could sponsor a family visa for her but had to manage tourist visa for my brother as my wife still don't have an RP. Can they come along normally or is there any restrictions of any sort?
