Canadian Visit Visa

Hey everyone,
I’m planning on travelling to Canada for a visit. I previously lived in Abu Dhabi and had absolutely no problem in getting a visit visa to Canada from there; I would apply in the morning and get the visa in the afternoon. However, applying from Qatar is quite a hassle, so I have a few questions for those who have applied before:
1) One of my immediate family members is travelling to Abu Dhabi, can I send my passport with them and have them apply from there?
2) If the above is not possible, and I have to aramex my documents. I checked the Canadian immigration website and it says the cost to send my passport through aramex is 40QR, however, when I called up aramex to confirm the same they said the charge is 200. Can anyone who has applied before confirm how much the cost is and where do I submit my documents?
