Change of car ownership
I bought a secondhand car from somebody this week and noticed that on QL no actual correct procedures are mentioned.
Further more I noticed in the process whereby we where sent back 3 times "to do our homework" things are very unclear and are not being told exactly what is required or handed over. Herewith a summary of procedure to follow;
I Purchased the car from well known person so finaz ok and done.
Before going to police station you will need to arrange;
- Copies of Id of seller and buyer.
- If seller does not come along to police station, a none objection letter from the seller stating that he wants to sell the car to you, In arabic.
- Copy of insurance [valid]transfered to new owners name.
- Original copy reg card.
- Sponsor None objection letter, in Arabic.
- Sponsors signatory and reg.number 'computer card".
With all these documents pref. go to the traffic dept near the airport on E ring rd. 1km from junction.
Go to the back of the police station, you will find a couple of porta cabins. On two of the doors its mentioned "Typists", They will type in Arabic the coloured transfer application form for you which is available with them. Costs Qr 10,= and is a 10min job. Alternative you can download the form from Ministry of Interior website but it must be typed in arabic and is troublesome to do via computer as PDF format does not accept arabic letters.
Go inside dept. take a number and wait for your turn.
Hand in all the documents, pay Qr 300.= by credit card > 5 min later you get the new reg card handed over to you which is in your name > check! and now you are proud owner of the vehicle.

We bought car last Dec 2018 but until now, the seller still not changing title ownership. The seller was in canada. We are trying to reach them both the seller and the sponsor but everytime they said “tomorrow, nextweek” ,they kept on passing each other until it tooks 4 months since we bought the car but still not changing any.their company is also facing issues which is no longer operating,What will we do?now everything is expired. Can anyone help us/advise on what to do since they are not cooperating?

NO, the bank may not allow transfer of loan to another. im not sure with other bank but Standard CHartered did not. Maybe because of the tedious paper works that will be dealt.
but if your buyer agreed on your price, which i guess will be a little higher or at least equal to the loan balance, what you should do is ask him/her to pay you the whole amount so you can settle the balace to the bank and be issued clearance and he can already take the car from you after cash payment.
clearance issuance may take days but after then, you can both proceed to traffic office to facilitate transfers of ownership.
If a person still hasn't completed the bank loan payments, will the buyer be subjected to finish the loan terms once all the registrations, clearances, and names have been transferred to the new owner?

Do I need to get such letter from my sponsor for buylng me a car?
if i may add,
on top of the above mentioned,
if the car is under bank loan, the seller must get a clearance from bank stating that he is cleared of loan obligations before he/she can sell.
but if the car is owned fully, no clearance required.
This week I sold the car that I bought last July of which I made the summary above but things have changed;
You do need to transfer the insurance to the new owners name prior to the reg card change at police.
It is a five minute job at the insurers offices however.
We had to go back home "empty handed" when the police officer looked at all the submitted documents and noticed the [third party] insurance was still in my name.... it was not accepted.

And for those that are going to the Mamoura Police Traffic Department (It is close to the Vegetable market and is opposite the camel/sheep market) - There are NO typists around there. There is a guy that photocopies for Qr 1 at the cafeteria. So, you better go prepared will a typed form.
And like tallg mentioned above, for 3rd party insurance, the insurance need not be transferred to the new owners name. You can just submit the insurance papers that the original owner of the car had.
Good summary. Couple of points;
"Copy of insurance [valid]transfered to new owners name." - this is not necessary for 3rd party insurance.
