Does Qatar have a Good Samaritan Law?

I am a nurse here in Qatar since Sep 2012 and working as a Company Nurse in a Private Clinic and attended trainings in HITC e.g ILS and just recent the ALERT Course last March 29, 2017.
My Question is, HITC issued certification that I am ILS certified and ALERT Certified. In cases of emergency, in two different scenerio, one event happened within our company premises and the other happened outside the company premises, Am I allowed to perform the basic life support procedures to aid someone?
We are on the process of creating an emergency response team in our Company however, a question was raised by one employee who is a trained first aider saying that their instructor told him "even a trained first aider is NOT ALLOWED to touch a victim because QATAR doesn't have a Good Samaritan Law."
I would like to clarify this statement if this is true because it defeats the purpose of being certified as an ILS provider or first aider and when actual emergency happens, we are not allowed to touch the victim and just wait for the ambulance personnel to arrive.
