Family Visit Visa with rental attestation?

Hi All,
I just returned from MOI for family visit visa application, a family member plan to visit for 4 days. I brought all the normal docs (i.e. passport, QID, letter from company, relationship docs) and all are ok. However, the staff there said that I need a housing rental contract attested by Baladiya. The staff said its new requirement. Anyone is aware of this since I am reading conflicting information. Apparently attesting requires more documents and substantial fees. Any advise is much appreciated. Thank you!!

yes, i applied for my son's visit visa last week they asked me to bring rental contract.
