You cab use this link to apply New Connection . If you contract is registered in Baladiya no need , from your start date it will be transferred to your name, Also you can download Kahramaa App get the registration done and apply for services and pay bills as well.
Suggest, you get the Kaharamaa number of the building housing your apartment first. This should be available on the outside boundary wall of the building which houses your apartment. You can also find it on the electricity bill of your neighbors if they are living in the same building. Go over to the Kahramaa office with this number. You may need a copy of your residential contract attested by the Baladiya. Once you are at the Kahramaa office, they will tell you all the steps and guide you.

Power is there but need to get the connection transferred in my name. The assistant of the Landlord asked me to get it done myself and he has no idea how to do it. I asked other tenants who said they are there since last 15-16 years and have no idea about the new procedures.
It's indeed surprising you have moved to a new flat where there is no power yet and as such no water available also. The power connection should have been arranged by the landlord before he rented out the apartment to you. Why don't you put the ball in his court as it is his responsibility.
