For the Islamic issues, you can go to Qatar Guest Centre or al Fanar. Info about these centres is on the Muslim group site of QL.
Qatar Guest center offers all Islamic courses, not just arabic. Tell them he wants to convert, they may be confused.
Also Fanar, but you need to go to the Shariah court for him to take his Shahadah, they will direct him to which center he has to go. He will need to take a certificate from the Government assigned center after the center is convinced he has completed the proper courses and such.
