Ok i am working in a construction company for 9yrs now. A better opportunity has come for me to level up my career. In short i have a new offer from other organisation. I was hired locally. What is the worst scenario can happen with regards to providing me an NOC from my current company, considering that my length of service with them and being hired locally and the support ive contributed to them? How can they not release such employee if he/she,is not happy anymore in the Prganisation? Can the human rights department help with this situation as well if ever i will approach them?

The whole point of the NOC is to keep people in the organisation, even if they are unhappy. That's the argument that business groups give to the government to justify not removing the NOC system.
They say if unhappy workers were free to leave, then they would all quit and this would cause a problem for the organisation.
Accha has answered your question fully. You can ask for an NOC, but you cannot demand one, and the human rights committee can do nothing to help.
It is not obligatory for the employer to provide the NOC/Release to an employee (even if the employee was hired locally). However, it all depends on your company's policy and decision of your management.
Note: Human Rights or any such authority may interfere or help only in case(s) of abuse by the employer.

No, to my knowledge, no one can help you out as the issuance of the NOC/Release is entirely the will of the company management where you are working. The best way is to handle the management in a diplomatic way and get them to give you a NOC.
