NOC problem with new passport

Hi. I was working in Qatar, I have valid RP which is going to expire next month 4th December. I came to India in May for some personal reason I was not able to return to Qatar. so now almost 6 months over that im staying out of Qatar. So technically speaking I guess my visa must have got cancelled automatically. Now I just recently renewed my passport to change address. So I got a brand new passport with new passport number on it. I'm not interested to go back and work with my previous employer and I don't think they ll give me NOC. I have an another offer with a good company now.
My question is: is it possible for this new company to apply visa for me without noc? I know it ll be 2 years ban and new visa cannot be applied to the same passport. But in my case now I have a new passport. Anyone can tell me if this is possible?

Even though you have a new passport, your name and face remain the same. This is already present in the system here as you have to Qatar earlier. Also, your new passport possibly carries details of your previous passport which has expired. Furthermore, your fingerprints are also in the system. I don't think it would be possible for you to return before the two-year period.
You have new Passport but your fingerprint, eyes are same. You will get visa on new Passport and can travel to Qatar, but since your earlier fingerprint is in the records, autorities ask for NOC for visa stamping.
