UK Certificate Attestation

I have a Higher National Diploma Certificate issued by Edexcel. I came to know that British Embassy in Qatar will not attest this Certificate and I have to approach British Consulate in Dubai to do the attestation. I have contacted Index Group to do the attestation on behalf of me, but they will not do attestation for the Certificates issued from Doha.
Is there is any other reliable agency in Doha for the UK Certificate attestation. Your valuable reply will be highly appreciated.
