But when i will apply for visit the RP Application can be rejected or i have a rumour that if you did not get decesion from authorities about RP,they will not receive ypur visit paper even?

Dear Sir,

Yes you can and after your family lands in Qatar, reapply for RP because with family in Qatar on Family Visit Visa you have option to apply for permanent RP.
