Work sponsorship transfer

A friend of mine transferred sponsorship less than 6 months ago and due to some reasons has to find new work and has to transfer sponsorship again. Can the new transfer of sponsorship be done as the first one is less than 6 months? Does he have to go through cid clearance again? He was told that it may be possible in some circumstances through an "exception letter" in addition to NOC. Any idea what document it is?
