work visa cancellation

hi ,,,,my wife have been issued with a visa by a medical centre for a job. But I cannot agree with the salary. Visa has been issued prior to offering letter. Now she got another better offer from Qatar.old employer agreed to cancel the visa.my question is after cancellation visa, can new employer process new visa any time?. Still my wife in India.. Please advise... Thanks in advance...
