5yr Old school without RP, yet

Hello QL, this is my first post here. 

I brought my family to Qatar due to work with my employer in the oil and gas sector, and given a series of bad timing and bad luck events, my family visit visa have to start again from scratch. Long story short: my 5-Yr old boy is here in Qatar since September with a turist visa, with no school, and far in time to get his RP due to restarting the process.I do have a valid RP now. 

Because of the delays on the RP, the private schools have told me they cannot accept my son due to recent regulations that specifically state that kids that miss a period, cannot move forward (eg. as my kid will not have first-period grades, even if succesfully pass the second-period, the ministry of education will not grant him the promotion to Year 2). So the option is to wait for the RP and start in next year period in September 

My questions to QL are:

- Is private tutoring legal? I am reading that it might not be in Qatar. And if its legal, where can I contact to get a good tutor that can keep my son up to speed on 5Yr old Kinder level stuff (reading, writing, math, fine motor, etc). Even then, I understand that he might have to do Kinder next year, but that is ok, I just dont want the kid to be all day in the apartment doing nothing. 

-Is there any process of exemption to the rule, for example to register my kid without the RP? I was told that part of the new ruling from the ministry of education, the appeal process in which the parents go and present their case was also removed. I have a good case, but seems I cannot present any of that to the ministry. Now its a single form filled by the schools. Have anyone gone thru that?
