when is iphone 4S available for sale in QATAR? 14th october is the date set for sale in only USA or other countries also (especially QATAR)?

It will be available in Qatar only by the end of November as it is being launched in 22 countries by the last days of October only (Qatar not included in the list). Agreed I guess that it is the best option to buy it online. I just went through some unrealistic prices of Iphone 4s on Qatarliving, so Ebay is a good option. Now we just have to know if it is secure and delivered in Qatar.

Apple is accepting Pre Orders of Iphone 4s in many countries including, USA/Canada/UK/Australia etc.I believe second wave of orders will be wider spread of countries. If you are desperate for one, I am sure you can buy one or few from ebay after 14th Oct.
