can one get court married in qatar without having islamic marriage?

Dear, anybody can get married here in Qatar. Religion is not a bar. Just the procedure is different for muslim & non-Muslim. For muslim it's very easy & only a matter of 10-15 minutes. But for non muslim some papers are required. Anyways, check the link & there has three contact numbers. Call this & ask about your necessary information.

Some countries provide civil marriage ceremonies for thier own citizens at thier embassies, these marriages are accepted by Qatar authourites

The easiest solution is to get married in another country. I suspect that there is a way to get married with different rights, but I don't know what the process is. Qatar DOES recognize any marriage certificate.

i know that khanan, but what about for non-muslims, they cant make "nikkah".... do they just get court married? or are they forced to go to a mosque and read ayats from the Quraan?

For Muslims, "Nikah" is utmost important part of the marriage. Without doing the "Nikah" as per the Sunnah and in the presence of witnesses will void the marriage. It will be like living as unmarried couples which is strictly forbidden.

In Qatar, they will not accept you as married couple untill you produce the Marriage Certificate aka "Nikah Namma" to the legal authorities.
