Medical not covered during probation?

Could anyone please advise why the company not provides a medical coverage (to be paid all the bill by his / her own cost) during probation? It seems to be something not right...

If anything happened like accident / sick which the employee need to stay in hospital for few days / weeks during that time. How the employee could afford such a big sum of money!?

Please let me know that it is a normal circumstance in Qatar which is totally different in UAE?

What has been mentioned in Labour Law or other related Health and Safety regulation of Qatar?
