Baladiya urges residents to report a violation through their mobile app
The Qatar Municipality has been striking in many unexpected ways. During the past couple of months in particular, the Baladiya has been taking severe actions against any violation of Ministry regulations.
Many popular eateries and restaurants have been shut down due to unhygienic conditions and not being on par with the Ministry’s expectations.
Many famous fast food outlets have earned the scorn of the Baladiya. More on this could be read right here in our news post titled- “Baladiya takes action against illegal practices followed by certain businesses”.
Even the markets have been investigated and even a hint of spoilt food have been immediately destroyed by the officials of the Baladiya.
Now, the Baladiya has taken a further step and has requested all residents of Qatar to inform them if they see any form of violation.
The residents have now been told to photograph the violation immediately and send it to the Baladiya through their mobile application.

i believe spying means deliberately following someone day and night and always interested in what hes doing and etc.
In this instance we are talking about reporting something against the rules of Qatar.
that means only when we "come across" something wrong, we are reporting it, and we aren't going around Qatar looking for someone to make a mistake. ( for this we have our own police ). i hope this clears anyone's doubts between the difference of spying and reporting something wrong.
Over-forgiving is wrong. It would encourage people to do the wrong thing over and over.
A man parks his car in front of your gate, warn him once, twice, but no one can stop me from seeking the authorities to straightening him out.
Khan, you have no idea how many people are taking advantage of others, just because they know that they have a soft heart.
Just a humble attempt to preserve human values....
The world is losing Moral values and people want to obtain happiness by reporting other's mistake and troubling others...being sort of Sardist.

Here's a story of a Poor Man & a Rich Man
Once upon a time there lived a poor man named Ali. He worked hard for his living and was contented with whatever he had. Now Ali had a neighbour Kasim who was as stingy as he was rich. It never gave him pleasure to see others, specially his poor neighbour, happy. He was always on the look out for an excuse to put Ali into trouble.
One day, Kasim held a feast in his house. The aroma of all the delicacies cooked in his house wafted in the wind and spread all over the neighborhood. Kasim, of course never cared to invite his poor neighbour. Instead, he peeped over from his balcony into his neighbour’s courtyard. To his consternation, he saw the poor man sitting and enjoying the delicious smell coming from his kitchen. Kasim’s heart almost stopped in shock.
“What!” thought he, “How dare that pauper inhale the aroma from my kitchen? My Kitchen! The aroma from the food cooked with my money! The idiot! I will make him pay for this! I will take him to the Qazi and demand justice!”
Seething with anger, Kasim marched to Ali’s house. Without so much as a greeting, he shouted to his neighbour.
“You robber, you thief! How dare you steal from my house!”
Poor Ali could not understand what theft he was being accused of. Without enlightening him, Kasim dragged the poor man to the Qazi. Word spread like wildfire and a great crowd gathered to watch the proceedings.
Kasim stood before the Qazi and presented his case in a loud and pompous voice.
“Your Honour, this man had the audacity to sit in his backyard and without so much as lifting a finger, enjoy the delicious aroma of food coming from my kitchen. I demand payment for the pleasure that he enjoyed at my expense. Your Honour, you have always been just and I am sure that you will mete out justice in this case too.”
Indeed the Qazi was a just man - as honourable and witty as he was just. He listened quietly - the shock on his face was slowly replaced by a twinkle in his eyes. Now he turned to Ali.
“ Is what this man says true? Did you enjoy at his expense?”
“Yes, your Honor, but I could not help it.”
“Ali, you have to pay Kasim for the favour enjoyed. The court orders both of you to come here tomorrow at the same time. By God, justice will be done!”
Kasim gave Ali a scornful look and walked out of the place with a victorious smile on his lips. Poor Ali was bewildered. Just as he was leaving, the Qazi called to him to a corner and whispered something in his ear. Ali’s face lit up and he hurried to his house.
Next day, the court was overflowing. The whole town, which knew about the low character of Kasim and the innocent nature of Ali, were curious as to how their Qazi would solve this problem. Both Kasim and Ali were brought before the Qazi.
Ali carried with him a big box. Kasim’s face glowed with anticipation as he recognized Ali’s money box.
‘All my money, your honour, said Ali.
“Okay. Now, shake the box so that all of us can be sure your box contains money”.
Ali shook the money box vigorously and there was a loud jingling noise. The Qazi turned to Kasim.
“Oh Kasim, doesn’t that sound lovely?”
“Aah, yes, yes, Your honour”.
“Ali, shake the box once more”, the Qazi commanded. Ali obeyed.
“Kasim, don’t you feel happy to hear the sound of so many coins?” the Qazi queried.
His eyes glittering, Kasim exclaimed, “Oh your honour, the sound of that money gives me utmost pleasure!” so saying, the greedy man was about to grab the money box from Ali.
“Don’t you dare touch it!” The grim voice of the Qazi rang out. “Ali has paid you in full measure. Just as the aroma of your food gave him pleasure, so did the sound of his money gave you pleasure. You have been paid back in the same coin- Justice has been done.”
The court room rang with thundering applause for the Qazi for his keen wit and intelligence. The Qazi, his voice still grim, pronounced further: “Kasim, pay Ali one hundred gold coins and punishment for harassing your neighbour and disturbing peace of his household”
Ali returned home happy man and Kasim a wiser man.
Will you report if the incident you are going to report was Committed by you yourself.
If answer is YES...go Ahead and report. But IF your answer is NO...don't report.
I will ask you...What if I was walking down the street and the beautiful cloud that was roaming around in the sky suddenly falls on my head. What I mean to say is that "over concern" is a "serious concern". I support reporting corruption, pstitues, narcotics, ...and the like. But please dont report the following and the like without give a chance to correct his mistake by Forgiving and Forgetting the First Time.
1) A person parked his car in front of your gate.
2) A person throw garbage around.
3) A person was angry with you over the phone.
4) A person parked his car in disabled zone...(It is not your responsibility to report)

I will tell you a simple test to confirm whether you need to report or not
1) Will you report if the incident you are going to report was Committed by you yourself.
If answer is YES...go Ahead and report. But IF your answer is NO...don't report.
But I remind you of the following incident from Prophet's life:
One old woman made a habit of throwing rubbish on Prophet Muhammad (salAllahu alayhi wsalam) whenever he passed from her house! Muhammad (salAllahu alayhi wsalam) had to pass that house daily on the way to the mosque.
Even when the old woman threw rubbish on him, he would pass silently without showing any anger or annoyance. This was a regular, daily event.
One day when the Prophet was passing by, the woman was not there to throw the rubbish. He stopped, and asked the neighbour about her well-being, and wondering why she wasn't dropping any rubbish on him.
The neighbour informed the Prophet that the woman was sick on bed. The Prophet politely asked permission to visit the woman. When allowed he entered the house, the woman thought that he had come there to take his revenge when she was unable to defend herself because of sickness.
But the Prophet (salAllahu alayhi wsalam) assured her that he had come to her, not to take any revenge, but to see her and to look after her needs, as it was the command of Allah that if any one is sick, a Muslim should visit him and should help him if his help is needed.
The old woman was greatly moved by this kindness and love of the Prophet. By the example of greatness of Muhammad, she understood that he was truly the Prophet of God and Islam was the true religion. She accepted Islam at once, Alhamdulillah.
The Messenger of Allah said, “Those who are merciful will be shown mercy by the Most Merciful. Be merciful to those on the earth and the One above the heavens will have mercy upon you. Whoever keeps relations with his family then Allah will keep relations with him, and whoever abandons his family then Allah will abandon him.”
Khan: I'm not the most intelligent or learned Muslim, but Brit's quotation from the Qur'an is the more relevant one to the topic...however, I fully agree with you that I would always give anyone or anyplace a chance to correct an honest and innocent error because that's how I would like to be treated by others and God for my own mistakes, of which I make many.
Khan what if someone dies after eating bad quality food ? if we do not report the sin will be upon us for that guys death . Khan "those" examples are invalid in this case sorry to say.
By achieving a trade licence to run a business, the owner is obliged to obey the rules in the country.Now Authorities given right to the public to complain against malpractices. Its a good move by government. This will keep the shop owners alerted always and motivate to give good services. If some one do this in a right way that is a good deed in Islamic view infact.
Khan, I doubt you are running a restaurant in Qatar and trying to protect the business by using Sharia in wrong way. Silly arguments.
Khan: From your own interpretation of spy, i can clearly put it to you that you have spied by logging in to QL to check what others posted. Does this mean you've sinned to God?
If reporting is tantamount to spying, then there shouldn't be Al Jazeera TV or Reporters. And if spying is a sin, then there shouldn't be Police or Securities/Guards. Let's be realistic and never allow religion blindfold our public conducts.

the municipality violation is not just restaurants khan.
i can report people throwing garbage on the street, spitting, wrong parking, using parking for disabled, preparing food at unhygenic places, storing of food in room with roaches and flies and rats, selling cigarattes in supermarkets which are near schools and many more.
these are all prohibited here by law and the baladiya and the government warns you as to not to do it. still if people does its a violation of law and doesnt fall under the explanations you have given.

Dear Khan Don't Mislead yourself and other, You are reporting corruption not spying.
Every one cannot stand and fight with the one who is doing it. And giving warning and fines is the duty of current Government, if you report on time you could some ones life. Eg by the danger of (Food Poisoning )

Khan, you need to get a hobby.....No hiding behind excuses for doing wrong... people should report wrongdoings and let the baladiya make the choice..... for example.... i will report stupid people parking in disabled spaces because its wrong !!!! I don't quite think honest reporting of what you think is wrong will send you to hell... so... whatever !!!!
Khan, agreed 100% about the first warning. Cannot argue with that, but not all cases could be forgiven, though. Like, you show them the platter with the mishap, and they argue that it wasn't their mistake!! Hell, I'd report them on the spot for being filthy and rude altogether.

Nobody will put cockroach deliberately in your plate . It happens by mistake. You need to give a warning to the Hotel Manager and give him a chance to correct his mistake. If he repeats , then report. If you report in the first instant itself, the Baladiya will fine Him QAR 100,000/- . His life is ruined. Moreover the shop will be closed for 1 Month. He loses that revenue for that Month. May be his license will be revoked for ever. All employees will suffer. Please think twice before you hurt other fellow human beings. Please forgive and Forget the First Time.
Khan, I understand your reasoning, but you spot a roach in you platter at a restaurant, you take a photo and report the place, where is the spying in that? If the reporter is a lair or mischievous, I am sure there is a punishment for that. You are not taking photos of people, obliviously not. I am against taking photos of individuals. A NO-NO.
But I agree that a Public evil that has effect on Public (not you) need to be reported.
I will tell you a logic that makes sense. You should report your own wrong doing to Baladiya than report others.
Sorry, your logic doesn't make sense. There is a major difference between spying and reporting a wrong being carried out in a public place

It is not spying. It is reporting a wrong with facts
As a first step do not spy, then you will not find evil in others and hence no action need to be taken.
If you spy and take photo and sent photo to Baladiya then you will not enter paradise as per hadith below
1 – The Prophet (peace and blessings of Allaah be upon him) said: “No person who spreads nameemah will enter Paradise.”
On the authority of Abu Sa’eed al-Khudree (may Allah be pleased with him) who said: I heard the Messenger of Allah (peace and blessings of Allah be upon him) say, “Whosoever of you sees an evil, let him change it with his hand; and if he is not able to do so, then [let him change it] with his tongue; and if he is not able to do so, then with his heart — and that is the weakest of faith.” [Muslim]
