A lone gunman began shooting Friday in an immigration services building in Binghamton, New York, killing at least four people, a law enforcement source close to the situation said.
Armed law enforcement officers gather at the scene of Friday's shootings in Binghamton, New York.

The source said more than a dozen were wounded.

Police on the scene told CNN affiliate WBNG-TV that up to 12 people were killed in the shooting.

Two people were seen being led from the building in plastic handcuffs, WBNG reported. It was not immediately known whether the two were under arrest.

A man began shooting in the American Civic Association, which helps immigrants and refugees, the source said.

The source said there may have been 20 to 40 people taken hostage.

The local newspaper, the Press & Sun-Bulletin, said on its Web site that at least four people were shot and 41 people had been taken hostage. Video Watch cops swarm to scene of 'multiple deaths' »

It said sharpshooters from the city's SWAT team were poised outside the building.

The Press & Sun-Bulletin said about 10 people came out of the building shortly after noon. They emerged with their hands on their heads. The police searched some of them, the newspaper reported.

Around 12:40 p.m., another 10 -- clad in white sheets -- came out of the rear of the building, the newspaper said.

Frank Rozboril, a spokesman for Our Lady of Lourdes Memorial Hospital, which is in the city, said the hospital had one person who had been at the association in the emergency room. Rozboril said the patient, who arrived around 12:30 p.m., was being assessed.

FBI spokesman Richard Kolko said the FBI is sending hostage negotiators and an evidence response team to the scene. The agency has an office in Binghamton, and agents are being sent from offices in Albany and Syracuse as well.

Abu - out of interest, how would the police treat you if you shot a hostage taker dead? Would it be classed as self defence?

Report: Taliban Militant Leader Claims Responsibility for N.Y. Shooting Massacre

Saturday, April 04, 2009

April 3: Authorities stand watch at the scene of a shooting in Binghamton, N.Y. that left at 14 people, including the gunman, dead.

A Pakistani Taliban militant leader has reportedly claimed responsibility for the attack on a U.S. immigration center in New York state in which 13 people were killed.

"I accept responsibility. They were my men. I gave them orders in reaction to U.S. drone attacks," Baituallah Mehsud told Reuters by telephone on Saturday.

A gunman blocked the rear door of the upstate New York immigration center, then walked through the front door and opened fire Friday, killing 14 people, likely including himself, on Friday.

Immigrants were preparing for citizenship testing at the time at the American Civic Association. Binghamton Police Chief Joseph Zikuski said 37 people were rescued from the building, and four of them were wounded and in critical condition.

The gunman reportedly was a 41-year-old man of Asian descent and lived in the Binghamton suburb of Johnson City. The man was carrying identification with the name Jiverly Voong, a local law enforcement official told The Associated Press — though there were conflicting reports of his age, and officials would not identify the shooter during the news conference.

Do you have a permit for a concealed weapon ???

The sad thing is that these incidents are becoming all too common and we as humans are becoming immune to them.

Baitullah Mashud a moron from Pakistan has claimed responsibility... I think he's just trying to get some free publicity..

OMG! Hostage situation. Another reason to tighten up gun ownership / licence requirements. :0(

But a lone gunman holding up 20 to 40 hostages? Err.. out of that 20-40, none have firearms? Hmm.. Haven't read the link yet. The 4 who were killed must have tried to do something and the rest are now afraid...
