How about I paraphrase your statement:

That any advocacy of religious investigation that constitutes incitement to mockery or reason shall not be prohibited by law.

No one should incite violence or discrimination but one can be hostile to ideas, thoughts, ideologies (political, religious or sociological) without being Hostile to the person or group holding them.

Freedom of speech/expression already has these caveats enshrined in law.

I am sure you are aware that freedom of expression does not mean one has carte blanch to say anything you want, however no one has the 'right' not to be offended otherwise nothing meaningful would ever be said.

Your answer does not give us statistics of QL.

The answer lays down in this following fact:

In QL living there is limited freedom of Speech, The founders in QL have the supreme authority in their tip of their fingers. They set the rules and their tempo for tolerance in QL. Those International ruling do not convey in this web site.

Qatar is ranked above UAE in the attachment given by Abe... but that is for 2007... in the international raking for 2008, UAE is above Qatar and probably rightly so. but even back in 2007, I still cannot see why Qatar should have ranked above UAE.

I still find it a bit hard to believe that UAE with all their free zones gives less economic freedom than Qatar. Anything you can do in Qatar, you can do in Dubai and probably more... the sponsorship laws in UAE are also more flexible which is also a boon for investors... I am not saying that there is insufficient economic freedom in Qatar, just that there is even more in UAE...

scores quite high. Mainly due to the outspoken hotheads. Tolerance seems to be a big fat zero some days.

Seems that there's a correllation between the two though. The more free speech, the higher the intolerance goes. LOL
