Are Expats allowed to access public library in Qatar?

Are we(expats) allowed to enter in any library in Qatar? If yes, please guide me with names and locations.

Qatar National Library is online and can be accessed by all.

The old library is Dar Al-Kutub Al-Qatariyya near Old Al Ghanim round about.
