I know that physically handicapped people do - i remember a case of a young lady affected by Thalidomide, born without limbs, successfully gave brith to and raised a son! On the other hand (no punn intended) Prof. Stephen Hawkins is so physically impaired that he is not able to raise children.
So it is the same with mental defects - it fully depends on the severity of the impairment and so generalisations can not and should not be made.

In general persons that are mentally challenged are evaluated as to their capabilities of being independent etc. If their level is such that they are found competent for independent living then that would include raising children. Having said that, should an adult who has sustained head injury or illness that affect their mental capability suddenly have their children removed from them? I think each case should be evaluated ad hoc.

I dont think they are capable of raising a child on their own. Perhaps with supervision or help from others.
