I believe that "fully comprehensive" in Qatar is not the same as in the West. i think you will need to take out seperate injury/life insurance for passengers.
I think the local insurance companies all play by the same rules so I doubt they'll insure a 7-yr old car. AXA Insurance should be up in running in Qatar by summer - maybe they'll insure it. Otherwise I'm not sure what can be done, I don't think insurance companies can be forced to insure a car.
Here the maximum number of years that you can get is 5 years I think.

Can you not try an alternative insurer. I know that you cannot swap insurers once you have incepted a policy but if you have just bought the car try another insurer.

Third Party here can mean a variety of things.
You can take out additional passenger and driver cover, liquor cover, off road cover etc etc
Depending on the make of car the insurance company put on excesses too.
