Expatriats cannot take vehicles financed by banks out of Qatar
In a major move, expatriates have been barred from driving private cars out of Qatar and they could cross the country’s borders only if they prove that loans taken to buy vehicles have been fully repaid.
So, expatriate motorists need to produce loan clearance certificates from a bank or a financial services company to be able to cross the border through Abu Samra land customs check point.
The Department of Traffic at the Ministry of Interior has issued a circular to the land customs authorities at Abu Samra asking them not to allow any expatriate to leave the country in a private car unless he or she produces a loan clearance certificate.
The certificate must say that loan taken for the car being driven out of Qatar has been fully repaid.
A large number of expatriates who were travelling overseas through Abu Samra customs check point on Thursday were sent back by the customs authorities due to the new directives of the Traffic Department, Al Sharq reported yesterday.
The daily said that within hours after the diktat of the traffic authorities was issued a number of expatriates, some of them travelling with their families, had to return from the customs check point disappointed.
Expatriates from countries like Syria, Sudan, Egypt, Lebanon and Jordan, among others, will be hit hard by the decision since they mostly travel to their home countries in their cars.
Non-Arab expatriates traveling in their cars to Saudi Arabia for pilgrimage or those going to the UAE, Bahrain or Oman by road will also be affected.
It is understood that the move by the traffic authorities is aimed at making sure that expatriates who take car loans do not leave the country for good with the vehicles (bought through such loans) unless they have fully repaid the loan.

i kinda of agree with this new law. because some people do take financed cars out of the country and do not come back to Qatar or even bother paying back the loan.

But that's for tourists like me. Pity the expats from Syria, Sudan, Egypt, Lebanon, Jordan, etc as they have their families in tow and mostly travel to their home countries in their cars. Flights will be too expensive for the whole family. :o(

was never aware of that... I cannot read the Istimara:-s as its in arabic....
So even when you are finished paying for it, that will stay on the Istimara?
Or you can have the bank give you a letter stating its now paid for which can be handed in the next time you do your reg and insurance and it will be removed from the Istimara?
Xena...if the car is financed by a bank, it would be written on the Car's Registration Card (Istimara). Once the loan is adjusted, the bank will give the customer a certificate of clearance addressed Muroor to get a new Registration Card.

how do you prove you paid cash for your car?
Do you have to get one of these certificates from the person you buy it from?
When you get to the boarder do they have direct links to the bank which will say whether you are driving a "loan" car or not?
How will this be implemented. Not likely to drive out of Qatar, cause I cannot drive in Saudi, but am curious, since no one else seems to have asked this question.

Now there is less sale of new cars and expats will go for 2nd hand cars. This is what qatar govt wants i think.

I am going today to book a bus and ask Khanan to drive it. DaRuDe will be conductor and Tinkerbell , the hostess.
earlier rent a car were allowed with NOC from rental company. but now u can not travel on rental vehicle even. all rental vehicles are always financed, these companies never buy 100% ownerships car. there business is based on financing.
most of the buses services are also financed. this new rule will effect their business also
Agree mz.0000.....only if the bus service is not owned by a big gun.
you need to travel on 100% ownership buses by groups. if they have financed loan buses, they can not take you out also.
even financed buses can not go out of Qatar

why blame it on Qatar Airways. Many can still use the bus as well. So pointing it at QA is not correct.

it means a clear no for all expatriates to take the vehicle out of QATAR and no way out.

I checked you are correct. But what about if we submit NOC from bank?
