EXPATS help!

My friend is comin here in Qatar. He is Asian but he is comin from the US. He has a US drivers license but he still doesnt have the US passport.

can he convert his drivers license directly? is it true that conversion is not applicable to people who's drivers license is issued by a country they're not a citizen of. ie Thai with US driver's license.

hope its possible to prevent any hassle.

actually, made a research here in ql, found a thread about license should be the same as the passport. but how about gcc license?

If he has a US license it most likely means he has passed his test in US so it is transferable.
