Help! Is NOC needed?

My colleague previously worked with one of the big O&G companies in Doha. Due to family problems he was unable to return from his leave at the end of 2006 and lost his job. Now he has been offered a new job in Doha but is not sure if he needs a 'no objection cert' to take up the job offer. Can anyone offer any advice on his position?

He can time it so that by the time it gets to issuing his visa, it would have been 2 years, then he would not need it. Summer vacations and Ramadan slow down will get him to the end of the year anyways.
