As he is relocating ..he would have to clear his outstanding amt.. or else he will be stoped at the airport immigration. I heard of couple of case typical to this .. And even if did manged to get away.. the bank would register a case and he will be tracked down ..now that world has become a smaller place to live. The best way would be to inform the bank and come up with a solution like transfer the balance to a another visa card

he closes his bank account (and he should). The bank will retain an amount of cash for a period of time to cover possible use of the credit card.

If he has a debt, that MUST be cleared. If not he will probably have problem obtaining a card in the UK.

since he is not resigning he will get an exit permit. else he will have to take clearance.

if he plans to settle it while sitting in uk it will e fine else he will be in black list.

666, Then the exit permit must be for an exit and return and he is leaving the country without resigning the existing job.

Qatman, he already has got an exit permit. So he ca leave the country.

Dont have slightest idea about loan transfer to another credit card 

If you are resigning and leaving your company then you have to get clearance from bank before you are issued the Exit permit. If not resigning and leaving the country for some reason like vacation then there is no need of bank clearance and you can have your credit card with you.
