My comments were directed more at the irresponsible people in hopes they would take a hint - unfortunately, in my experience, they rarely feel that they're doing anything "wrong" in harrassing other people via their pet or their children.

If your dog barks, take it inside and let it have the companionship it craves. Get it some training (positive reinforcement only), and give it lots of exercise.
If your child is uncontrollable, get some lessons on parenting skills that will help you help them be better behaved. Perhaps the child has some health issues? Get it to a doctor, if it's merely your parenting "style" then you need lessons.
