If it's on a compound, then I guess the next step is to make an official complaint? If the dog owner is an idiot as you describe it's not much use to approach them again.
As for approaching parents? I'd have to wear a suit of armour wrapped in a flak jacket in order to feel feebly brave enough to do so LOL.
My comments were directed more at the irresponsible people in hopes they would take a hint - unfortunately, in my experience, they rarely feel that they're doing anything "wrong" in harrassing other people via their pet or their children.
Believe me, I've thought of that! Don't think I could have it on my conscience tho!!

What you say is true Marycatherine. We have tried politely asking neighbour to keep their dog from barking but that only results in offensive language! Don't think I'd risk confronting someone about their parenting skills!!
And responsible dog owners and parents despise those who are not!
If your dog barks, take it inside and let it have the companionship it craves. Get it some training (positive reinforcement only), and give it lots of exercise.
If your child is uncontrollable, get some lessons on parenting skills that will help you help them be better behaved. Perhaps the child has some health issues? Get it to a doctor, if it's merely your parenting "style" then you need lessons.
shoot them all! I mean the owners - they are the big problem! They see nothing wrong.
I have neither dogs or children in my home at this time, but neighbors have them and can't seem to be able to control either. Given the choice, I would rather have dogs barking than kids screaming and crying constantly.

Dogs are intolerable than screaming kids. Have seen one that goes after a pregnant woment till she cried helplessly at al khor community compound few days ago. Its broke loose anyway but the owner should be at fault. And the verdict is better to go without one.
give the dog a big cow-bone and he would stop barking atleast for a day or till he is done with it...
