QP new policy for offer letter

i was recently called by QP to join their company. i was able to process all necessary papers except for my NOC. My company is willing to give the NOC. But the big problem is Q.P just changed their policy. QP won’t release the Offer letter with out the NOC from my company and my company can’t issue the NOC with out the offer letter from QP. I have talk to both parties and both are sticking to their policies. I need help I don’t know where to go and who else to talk too.
