Check out the screen shot below, showing online ads from Qtel (Qatar Telecom) and Vodafone Qatar on the same page. Looks like the boys are fighting hard to grab/retain their market share..

There is no case of denial that the site owner has no control over this...and it was by chance that the ads appeared on the same page..
however, shows that both service providers are very active online and going aggressive..
Its Google ads, site owner have no control on it.
sorry to ruin the fun for you but this is google ads, in other words the owner of the site does not know in specific what will be displayed on his site, QTEL and Vodaphone just tell google to display their adds on sites that are displaying for example Qatar info, and that is how they are displayed. Pretty normal thing.
