SKYPE VOIP Blocked PC to PC?

Is anybody having problems with thier Internet phone?
About a year ago VOIP was being blocked by QTEL, albeit they denied it and it was not until there were many protests from people like the US Ambassador and many users that there was an improvement and the normal connection reinstated.
Well, its here again and it started the day the new 'mosaic'( the new qtel package, or at least I think that is what it is called!) was launched.
Myself and my friends in the office are all having the same problem - we cannot phone PC to PC as the voice is garbled.
Anybody else having problems?

Yes, I'm having the same trouble. It's not being blocked though-- I can connect. The sound however is horrible precluding any conversation.

When I tested Skype from work, it worked fine (work is not on censored by Qtel). Sound is great. It's either a bandwith issue or it's being messed with I think.
