As a rule no dogs are allowed in any public parks or the corniche and they should never be off lead unless you are somewhere away from other people (ie. a quiet beach).
For a special treat, go to Zikreet once in a while, it is a lovely wide beach and dog friendly. It is so like being in England, it reminds me a bit of Sandbanks beach. It is about 45 mins drive from Doha but there is Dukhan 5 mins away where you can get food and drinks, supermarket, McDonalds, Gloria Jeans etc.
I would imagine there are many large vacant lots near Al Waab. I take my dog to one (I am not near al Waab) most mornings, this particular one used to be a residential neighbourhood and when the homes were pulled down a lot of the trees were left so we have some greenery and quite a few birds surprisingly.
