The offer is not bad taking into consideration your experience and nationality (this does not mean I agree with this nationality discrepancy).
I have some Indian staff working with me (engineers, QS, foremen) and they don't spend more than 500QAR/month.
Make sure if transportation (to and from work) is exclusive (not within the 8,000 QAR package), otherwise, you would have to spend around 750 QAR on transportation.
Don't worry about medical coverage as you can issue a medical card for 100 QAR and normally you would not spend more than 200 QAR on medication all year through, if you are healthy.
Remember to clear all your medical issues before coming here, especially dental problems (do your teeth and clean them at the dentist in India) before coming here, because dentists are very very expensive!
If you go out regularly (and are not alcoholic), you should not spend more than another 250 QAR/month.
I guess you would be spending from 500-1000 QAR monthly.
This clearly leaves around 7,000-7,500 QAR to save each month, which I think is not bad at all for you, right?
Good luck...

Obstacles are what you see when you set your eyes off the goal.
Tax status (as I am finding out) is dependant on your Passport. For citizens of most countries, Qatar is tax exempt, therefore, your income is what it is. For some citizens, however, Tax is due to their home country
Though under certain circumstances, part of the income can be considered Tax Free (but only PART).
Mr Sefri is absolutely right. For skilled new entrants, salary is very much low in all the Gulf countries including Qatar. You need minimum QR 5000 for an average living in Doha if you have one child and wants to have the luxury (??) of a car. Apart from this, for a 2 bed flat you will have to spend another 5000 Riyals per month. Anything above this 10000 will be your savings. If you believe me, the Gulf has lost its lustre.
Please note that east-asian doctors, engineers and architects (as well as all other similar rnaked professions) tend to be treated as low-salary targets.
I think you will be very lucky to get a total package of 10,000 QAR. This will normally include housing in a camp with under-average living conditions.
I work in a contracting company, and we have 20 years experienced engineers from India that make less than that!
I am sorry, but those are the facts.
I expect you may get offers ranging from 7,000 QAR to 10,000 QAR.
They will include living in a camp or shared villa or apartment with other engineers (average to below average accommodation).
Food on site will be provided by company or 25-30 QAR per day.
You will also get 30 days vacation with a one year ticket to your home country.
If you live to save money only, you may not spend 1,000 QAR a month.
But if you want to enjoy your self, you may have to spend around 2,000 up to 3,000 QAR or more, depending on your expenses, hobbies and eating & drinking habits.

Ask, and the answer MAY BE NO
Do not ask, and the answer is NO.
So, unless you feel intimidated, go for the Possible MAY BE.
ask for 15k
You can try any salary. If your emploer is desperate, your any package will fly. With too much choice.........
Simple case of supply and demand.
Before you start anything, though, make sure you know your bottom line. Any thing above that consider it a bonus and not a right.
I agree with SEFRI
