Can a person who is working with ministry can start and operate business in his wifes name and draw salary?

If the person is Indian and If he works for the Wives company, Is that allowed?

If the person is a Qatari and working for a government institution, he is not allowed to have a private company. Therefore most of them open a company in their wives' names and draw salary. If the person is not a Qatari, a sponsor is required as baldrick said!
