Since the VOA is an arrangement between country to country (between India and Qatar), no third country will come in between. So one has to exit and go to India and complete the transaction.

I have a doubt. If I m in ‘On arrival visa’ and 60 days are over, is it necessary to go back to India to come back again in ‘on arrival visa’ or can we exit to a near by country (Oman, kuwait etc) and return back to Qatar on arrival visa.

The rules did not specify about second visit restriction gap. I had same issue last month. After much research, i found the answer. There is no gap restriction for availing VOA for second time . But for safer side, let your relative keep a gap for a week and then book the ticket
