I would like to add that unfortunately nationality IS an issue. There is actually a different quota on dependent family visit visa (e.g. parent/sibling/relative etc). Also who is your employer or sponsor matters (as NOC and employment contract is required).
Often these things will sway the captains decision in your favour. I have also previously succesfuly applied for visit visa without baladiay stamp on rent agreement, but sometimes they ask for it.
You can try diff. dept. and try again (with baladiya stamp). Hopefully you will find success and get a visit visa for your parents.
Britexpat- I HAVE A RENTAL AGREEMENT IN MY NAME - HOWEVER NOT ATTESTED BY BALADIYA- the visit visa i had applied for was rejected only and only because i didn't have an attested agreement.

Reading from other similar posts , it seems that although there is a requirement for the attested rental agreement copy, there are cases where this requirement has been ignored..
The best option is to submit your papers and make your case....

If you had to read my post correctly it clearly stated that the issue was having the rental agreement attested by Baladiya and not whether i had the rental agreement or not!!!
Because i had it they wanted it attested!!!!
And honestly i dont appreciate your comment about dismissing my question!!

I need to apply for my mothers visa again and hence I'm trying to gather information whether the attested agreement is a must or not (only in some places or all).

yes u should be aware a rental agreement copy is required. i will dismiss your comment and again say nationality has got nothing to do with it...i probably believe ur approach was wrong. rules are strict here.
The reason being because my colleague (Filipino) applied for a visa for her brother - which was rejected accidentally as the lady entered his nationality as (Indian), when my colleague went to check she learnt about the mistake and they rectified it and the same day the visa got approved. Also when i went to apply for a family visit visa they kicked up a big fuss about the rental agreement needed to be baladiya stamped. After 2 days of waiting at the immigration from 6 am and after several hours of convincing th captain i was able to get a visa for my mother!!!

Yes sabre, I suggest you try at Gharaffa. Fingers crossed it will work for you too :) Coz my case was similar to yours.

My visit visa got accepted without the baladiya attested rent agreement. I only submitted a copy at the Gharaffa immigration.
Its frustrating when you know that they just make it difficult for some people, just because I'm single woman they gave me a wild goose chase!!
I hope this time I'm as lucky as ALDOH to get a visit visa again without having to go thru an ordeal like the last time!
