Visit visa underprocess since 1 month

I need your help. I applied for 4 visit visas for my family. I got approval for 3 within one day and one visa is still under process. It's been almost one month. All four applications were same. I cannot understand if 3 visas have been issued why is the 4th one pending. I have already booked the tickets for my family coz I was not expecting such a mess. It's very important to get the 4th visa. Can anyone guide me how to solve this issue? Should I meet captain? If yes, where to meet captain? Which office is more decent? Do we need to make an appointment? I'm very upset. Please help. Please.

Go to any passport and immigration office which is convenient to you and meet the captain. Take with you all the documents. Explain to him the issue and show him the approved visas and your application. The captains are very cooperative, understanding and helpful people. I am sure they will help you out. You don't need an appointment. Working hours are from 6 AM to 6 PM Sundays through Thursdays. Try going to the immigration office located in the Mesaimeer area.
