I have had nothing but luck with eBay here in Qatar. I have had several large items sent to me from the US, over US1000 worth as well. You may have to pick them up at the Post Office and they may charge you customs tax as well if declared, but apart frmo that they are great I find.
I have been using Ebay and Paypal in Doha for 3.5 yrs. with no problems.
Paypal may be a problem because of the IP address and the lack of electronic fund tranfers from the banks. I use a bank from my home country.
If you do not have a lot of transactions you may experience people not wanting to sell to you because of the lack of information on you whether it is good or bad.
I am not sure what "fees" are being paid monthly because there is no such thing, Ebay and Paypal do not have a subscription fee, you may want to stop any payments you are making and file a fraud report.
EBay is awful, they banned me from using it for no reason as i supposedly broke terms and conditions. When i asked what i had done wrong they couldn't tell me. Yet they still try charging me every month for being a member when i cant even use it!And yes the whole receiving items/money isn't guaranteed.

- They will charge you a very nominal fee.
- Take the code from your next credit card statement.
- Confirm your registration with paypal.
- go to Ebay and sign up with paypal details.
- AND do shopping.... :)

I've heard from people that sometimes its really difficult to get your goods, apparently they can get lost easily.
